YO UTH IN SO CI AL AND PO LI TICAL PRO CE SSE S 371 CH APTE R 6 The main reasons that may force young people to go to a public protest action are: negligence and lack of professionalism of employees of medical institutions; the rise in prices for food, fuel and lubricants, drugs; dismissal from work; unfair court decisions; delayed wages, scholarships, allowances, problems with housing (tab. 6.9). The fact that every tenth respondent is worried about the problem of negligence and lack of professionalism of employees of medical institutions indicates that young people still faced with unfair performance of their official duties by Kazakh doctors. In addition, indicated by the answers to the question about the assessment of the level of medical care in your city or village.
According to Article 371 of the Criminal Code of the Republic of Kazakhstan, “negligence, that is, failure to perform or improper performance by a person authorized to perform public functions, or an equivalent person, or an official, or a person in a responsible government position, due to unfair or negligent attitude to the service if it entailed causing substantial harm to the rights and legitimate interests of citizens or organizations or legally protected interests of society or society States» [25]. Moreover, it can be concluded that young Kazakhstanis are concerned about the problems of incompetence of health workers. This problem concerns not only the youth, but also all citizens of the country. For example, as noted by the Vice-Minister of Health of the Republic of Kazakhstan L. Aktaeva, “in 2017 alone, about 3.5 thousand complaints from patients were received. Of these, 50 % − on the quality of care. Because of the consideration of these appeals, 430 administrative protocols were drawn up; 299 individuals, eight officials, 23 legal entities are brought to administrative responsibility. Administrative responsibility implies the imposition of administrative fines; the amount was over 8 million 891 thousand tenge” [26]. This conclusion is confirmed by the results of a sociological study by the Center for Social and Political Studies “Strategy”, where among the respondents’ answers were identified such problems as the low level of medical qualifications (35.2 %), high prices for drugs (67 %) and medical services (41.5 %), corruption and queues in medical institutions (38.3 %) [21]. In the regional context, the negligence and lack of professionalism of employees of medical institutions are most concerned about young people in Kyzylorda (24 %), Aktobe (21 %), Kostanay (17 %) regions and Almaty (16 %). Rising prices for food, fuel, medicines, loss of work, housing problems over the years are the main reasons that could cause the desire of young people to publicly protest. In the top five, which could push Kazakhstani youth to participate in protest actions, problems of unfair court decisions appeared. Young people in the age group from 19 to 28 years old mostly experience these problems. The leaders of this department often raise the problem of the injustice of court decisions themselves. “For the same case, one was given five years, another - two years conditionally and released from the courtroom. Many have a logical question: why one was planted, the other is not. Why does the court allow such arbitrariness? Can people talk about justice when there is no clarity”: - notes the Head of the Supreme Court of Kazakhstan, J. Asanov [27].
